Using Pervasive Data Integrator, PeopleForce had its first version of the NJSFAC deployment up and running within two months of receiving the customer’s requirements.

The cost savings and efficiency advantages of the PeopleForce model were well received by its client, New Jersey State First Aid Council (NJSFAC), and the many local and state entities it serves.

 

Tapping the resources of their online community of practice, PeopleForce sources projects to industrial engineers, project managers, process engineers and business analysts to offer cost-effective, high-turnaround process design and business services. The company recently took on a large-scale project to centralize all the regional emergency medical services data in New Jersey into a mandated new national information standard. PeopleForce has found that by using Pervasive integration, it can quickly address customers’ data challenges and continue to compete aggressively on price and speed, even compared with outsourcing providers. Legacy formats

The New Jersey State First Aid Council faced a significant challenge. Response records of more than 200 emergency medical services agencies and organizations, many of them rural, needed to be supplied as standardized data to the National Emergency Medical Services Information System (NEMSIS), the repository for storing EMS data from every state in the nation. First responder organizations ranged from large to very small, many staffed by volunteers with little or no IT infrastructure or with data in a range of legacy formats. Yet records such as EMS travel time to and from emergencies, patient names and other patient details, and emergency response patient outcomes were needed to meet the new NEMSIS electronic standard. Further, nearly every emergency response in New Jersey involves more than one agency, and these mutual aid scenarios left data related to the same incident siloed in separate sources.

Pervasive Data Integrator brings disparate data of 200 EMS groups into NEMSIS compliance

PeopleForce leveraged Pervasive Data Integrator’s extensive data and application connectivity to meet the challenge of bringing disparate data from over 200 New Jersey EMS groups into NEMSIS compliance. The new solution works this way: After an emergency incident, responders populate a survey that elicits the necessary information. PeopleForce applies business logic to map from the survey in a flat-file format to MySQL using Pervasive Data Integrator™. Next, Pervasive Data Integrator maps the data into a SQL Server relational database from which the data is exchanged with authorities using XML formats specified by NEMSIS.

 

PeopleForce began by creating a standard form available to all participating EMS squads over the Internet. The form, a survey, elicits incident reports from first responders across the state, and the reports are then aggregated for later analysis and retrieval. PeopleForce consultants trained more than 1000 network members statewide to use the system. Within a few days, users were inputting data that is aggregated to a central repository where it can be used to power reporting including response times, activities, miles driven, patient data, and demographics.

 

For the first time, the Council has the ability to demonstrate the value of organizations statewide, including many volunteer-staffed organizations, in clear, quantitative terms. In New Jersey, we’ve taken legacy data, Excel files, and third-party data and made it useful. New Jersey is now on the leading edge in terms of first aid tracking and analysis.”

 

Agencies in New Jersey now are beginning to reap other benefits as well, such as analyzing the data to anticipate and avoid ambulance delays. In addition, PeopleForce is now working with the Office of Information Technology for the New Jersey State Police to integrate New Jersey EMS data with crash and citation data to deliver a next-generation platform that will feed statistical research and resource allocation for both funding and equipment.

 

PeopleForce was recently invited to present to a U.S. Department of Transportation blue-ribbon panel to demonstrate how this project is a model for how to build consensus among large number of constituents, create meaningful metrics and reporting, and drive better accountability and better document resource requirements for mutual aid agencies and funding reviews.
